Solar, batteries, and roofing in Covina

VertX is headquartered in West Covina, about 8 min from Covina. We design, permit, and manage solar, Tesla Powerwall, and roofing projects for Covina homeowners, with licensed crews and one company accountable for the whole job.

What's different in Covina

Four things that shape your project.

Utility and rates

Covina is served by Southern California Edison. New solar systems go on SCE's net billing tariff (NEM 3.0), which pays very little for power you export, so we size every system to your actual usage and usually pair it with a battery so your evening hours run on your own stored power instead of the most expensive grid rates.

Permits

Building and electrical permits in Covina are issued by the City of Covina Building & Safety Division at 125 E. College Street. VertX prepares the plan set, files the application, and schedules the final inspection; you sign, we handle the rest.

Covina runs rooftop solar through SolarAPP+: the design is checked automatically, then the permit is applied for in the city's online permitting portal with the approval attached, and inspections are booked in the same portal. It covers roof-mounted systems on the main dwelling only; ground mounts go through a manual review. Batteries follow the city's energy storage handout: planning clearance first, LA County Fire approval before the permit, and a UL 9540 listed unit. The counter is open Monday through Thursday.

Fire and outages

Covina is mostly flat and low risk. The city designated its hillside areas, around Covina Highlands and Mesa Oaks, as Very High Fire Hazard Severity Zone back in 2008, and CAL FIRE's 2025 map update is still being reviewed by the city. We found no significant wildfire history inside the city and no record of SCE Public Safety Power Shutoffs affecting Covina; the city center is outside SCE's high-fire-risk area. Here the case for a Tesla Powerwall is the ordinary one: running your evenings on stored solar instead of SCE's 4 to 9 p.m. rates, and riding through routine outages.

Homes and roofs

Covina has about 17,500 homes and roughly 59 percent are owner-occupied. The median home was built in 1965, and four in ten went up in the 1950s as citrus groves turned into subdivisions. The typical Covina project is a single-story postwar ranch on composition shingle with an original 100-amp panel, which is why a roof inspection and a panel check are the first two steps of every quote. Covina Highlands, the city's first hillside subdivision, and the newer Les Maisons tract add larger homes on tile above the flats.

Not every Covina address is in the city. Vincent, south of Arrow Highway, and the part of Charter Oak north of Arrow are unincorporated Los Angeles County with Covina mailing addresses, and their permits go through LA County rather than the city. We confirm jurisdiction from your parcel before quoting.

Covina questions

Straight answers.

How fast is a solar permit in Covina?

Quick. Covina reviews rooftop residential solar through SolarAPP+, and the permit is applied for and issued through the city's online permitting portal with inspections booked in the same place. Roof-mounted systems on the main house qualify; ground mounts and ballasted systems still go through a manual plan check. The longer wait in Covina is usually SCE's permission to operate, not the city.

Where can a Powerwall go on a Covina home?

Covina follows LA County Fire's placement rules for lithium batteries: not inside the living space, though a garage is allowed; outdoors at least 5 feet from property lines and other buildings, 3 feet from doors, windows, and vents, and 10 feet from vegetation; and no more than 20 kWh per group with 3 feet between groups. The unit must be UL 9540 listed, and the fire department signs off before the permit is issued. We site the Powerwall to those rules on the first visit.

Is Covina in a fire zone?

Mostly no. Covina designated its hillside neighborhoods, around Covina Highlands and Mesa Oaks, as Very High hazard in 2008, and the city is still reviewing CAL FIRE's 2025 update. The flats, which is most of the city, are outside any zone, and we found no record of Public Safety Power Shutoffs reaching Covina. If you are on the hill, a reroof needs a Class A assembly; if you are on the flats, standard code applies.

My address is Covina but the county handles my permits. Why?

You are probably in Vincent or the unincorporated part of Charter Oak. Both are Los Angeles County territory with Covina mailing addresses. Your utility is still SCE, but building permits and inspections go through LA County Building and Safety, and the process and fees differ from the city's SolarAPP+ path. We check jurisdiction from your parcel before we quote.

Does a 1950s Covina roof need to be replaced before solar?

Often, yes. Four in ten Covina homes were built in the 1950s, and a roof on its second or third layer of shingles should not carry a 25-year array. We inspect the roof before designing the system and, when it is due, price the reroof and solar together as one project, so the panels go on a fresh roof and never have to come off for roofing later. If the roof has life left, we say so and leave it alone.
