Solar, batteries, and roofing in West Covina

VertX is headquartered right here in West Covina, at 1901 W Pacific Ave, Ste 201. We design, permit, and manage solar, Tesla Powerwall, and roofing projects for West Covina homeowners, with licensed crews and one company accountable for the whole job.

What's different in West Covina

Four things that shape your project.

Utility and rates

West Covina is served by Southern California Edison. New solar systems go on SCE's net billing tariff (NEM 3.0), which pays very little for power you export, so we size every system to your actual usage and usually pair it with a battery so your evening hours run on your own stored power instead of the most expensive grid rates.

Permits

Building and electrical permits in West Covina are issued by the City of West Covina Building Division at City Hall, 1444 W. Garvey Avenue South, half a mile from our office. VertX prepares the plan set, files the application, and schedules the final inspection; you sign, we handle the rest.

West Covina accepts rooftop solar through SolarAPP+: the design is checked automatically, the approval and the city's checklist go to the Building Division by email, and inspections are scheduled by phone, Monday through Thursday. The city prefers flush-mounted arrays kept off street-facing roof planes; a layout that has to use a street-facing slope needs engineering documentation that moving it would add more than $1,000 or cut output by 10 percent or more. West Covina runs its own fire department, so battery installs are reviewed by the city's Fire Prevention Bureau rather than LA County Fire.

Fire and outages

Most of West Covina is flat and outside any hazard zone, but CAL FIRE's 2025 map marks the South Hills as High and three pockets as Very High: the southeast hills at the Walnut border, a strip on the east edge near the 10 at the Covina and San Dimas line, and a southwest pocket toward La Puente and Industry. The hills earned it. A brush fire east of Galster Wilderness Park in June 2026 burned about 15 acres and prompted evacuation requests on Castle Rock Court and Westridge Road, and a smaller fire near Hooper Drive followed on July 4. The South Hills sit in SCE's high-fire-risk area, where Public Safety Power Shutoffs are possible, though we found no record of one reaching West Covina. For hillside homes here a Powerwall is the backup plan; for the flats it is mostly about beating SCE's 4 to 9 p.m. rates.

Homes and roofs

West Covina has about 34,800 homes and roughly 60 percent are owner-occupied, with three-quarters of the stock single-family. The median home was built in 1967, and the 1950s were the biggest building decade: nearly four in ten homes went up between 1950 and 1959, when the city grew faster than almost any in the country. That means single-story ranch homes on composition shingle, many on their third roof, with original electrical panels. The South Hills and Woodside Village tracts from the 1970s and 1980s add two-story homes on tile.

This is our home city. Site visits are same-week, the permit counter is five minutes away, and if something needs a second look after the install, we are already here.

West Covina questions

Straight answers.

Where is VertX located in West Covina?

Our office is at 1901 W. Pacific Avenue, Suite 201, off Pacific Avenue just north of the 10, about half a mile from City Hall. We are open Monday through Saturday, 8 a.m. to 6 p.m. Most West Covina homes are within ten minutes of us, so assessments, follow-up visits, and warranty calls do not wait on a crew driving in from somewhere else.

How does the solar permit work in West Covina?

West Covina accepts rooftop solar through SolarAPP+. We run the design through the platform, then send the approval and the city's checklist to the Building Division by email and schedule the inspection by phone. The city likes arrays flush-mounted and off street-facing roof planes, so we design that way from the start; if your only good sun is on the street side, we document the output loss so the layout is approved. Inspections run Monday through Thursday.

Does a Powerwall in West Covina need a fire inspection?

West Covina has its own fire department rather than LA County Fire, so battery installations are reviewed by the city's Fire Prevention Bureau. Placement, clearances, and labeling are checked at inspection. We locate the Powerwall to meet the fire code the first time, usually on an exterior wall or in the garage, and coordinate the inspection with the building final.

Is the South Hills area a fire zone?

Yes. CAL FIRE's 2025 map marks the South Hills as High hazard with Very High pockets on the southeast edge near Walnut and the southwest edge toward La Puente. The June 2026 brush fire near Galster Park, which prompted evacuation requests on Castle Rock Court and Westridge Road, showed why. In those zones a reroof needs a Class A assembly and wildland-urban interface details, and the roof cannot simply be overlaid. Homes in the flats are outside the zones.

My 1950s West Covina house has its original roof and panel. Where do I start?

With a roof inspection, which is the first thing we do on any assessment. A 1950s roof on its second or third layer of shingles should be replaced before panels go on, priced with the solar as one project so the array is never removed and reinstalled later. On the electrical side, a 100-amp panel often supports solar alone, but adding a Powerwall, EV charger, or heat pump usually calls for a main service upgrade, which we permit with the rest of the job.
